Withheld
Published, and deliberately kept out of the search index, with the reason printed on the page itself.
Why it matters
Three different things reach this state: a figure whose inputs are provisional, a report whose period measured nothing, and a research article an editor has stopped recommending. In every case the address keeps answering — a URL that has been public is somebody's citation — while the site stops recommending what is at it. One flag drives the noindex, the sitemap and the search box, so the three cannot disagree about it.
