What LUNC’s 1.5% burn tax actually taxes

The rate tripled on 2 August. What a transaction tax does depends on the base it applies to, and the base is the one thing the coverage left out.

On 2 August the on-chain tax on Terra Classic went from 0.5% to 1.5%. The coverage was immediate and it was all about the rate — tripled, three hundred per cent, the biggest change to the token’s economics in a year. Every one of those statements is true.

None of them answers the question that decides what a tax does, which is never the rate on its own. A tax is a rate and a base: the thing it applies to. Change the rate and you change what is taken from that base. Leave the base out of the account and the arithmetic is not merely incomplete, it points the wrong way.

What the chain actually changed

The proposal is on the ledger and can be read without asking anybody. It is a parameter update on Terra Classic’s tax module, it passed, and the parameter it set is burn_tax_rate: 0.015. Its own summary states where the money goes, in the proposal’s words rather than a reporter’s: the 80/10/10 split stays — 1.2% burned, 0.15% to the Community Pool, 0.15% to the Oracle Pool. So four fifths of what is collected is destroyed, and the rest is moved.

The title the proposal gave itself is the most precise sentence written about this change anywhere: Set the On-Chain Tax Rate to 1.5%. The chain says what the base is in the name of the thing. The proposal, as the ledger holds it.

What it taxes

Every transaction that Terra Classic itself processes: a transfer from one address to another, a swap, a call to a contract. The tax is taken as the chain executes it, and the burned share is destroyed rather than sent anywhere — which is the strongest form of a burn there is, and the reason this mechanism is not in doubt.

The clearest published statement of where that lands comes, unsurprisingly, from the venues that had to explain it to their own users. An exchange knows exactly which of its operations touch the chain, because it is the one paying when they do:

What it does not tax

When you buy LUNC on an exchange, nothing happens on Terra Classic. The exchange moves a number from one row of its own database to another; your coins and the seller’s were already in its custody, and the chain is not consulted and does not know. There is no transaction for the chain to tax, because there is no transaction.

The largest burns are not the tax

There is a second source of burning, and it is bigger than the first. One exchange runs a voluntary programme of its own: each month it converts a share of the trading fees it earns on LUNC into tokens and sends them to a burn address. That is a real destruction and it is verifiable. It is also not the tax, and the difference is the one this site keeps returning to — a rule the chain enforces on everyone, against a decision one company makes each month and can stop making.

Both destroy tokens. They differ in what they promise: the tax will be taken whether or not anybody wants it to be, and the programme continues while its author chooses to continue it. When you read a burn total for this token, the two are added together and the distinction is gone. The destinations a burned token can have are a longer version of the same argument.

What the vote recorded

One thing worth setting down, because it is checkable and because it will not change: a passed proposal’s final tally is frozen on the ledger. This one recorded 231,876,673,887 LUNC voting yes, 274,758,471,624 abstaining, 90,327,057,449 against and 118,327,059,186 vetoing.

So yes was a third of everything cast, a little over half of the votes that were not abstentions, and the largest single block was abstention. Coverage of the change reported approval above ninety-six per cent. We are not able to reconcile that figure with the tally the chain holds, and we do not know how it arose — it may describe an earlier signalling vote. What we can say is which of the two numbers anybody can check, and it is not the one in the headlines.1

What the supply did

The tax has been running in some form since 2022, at rates that have moved several times. Below is what our own daily readings make of the result over the trailing year: the net change in the tradeable supply, and the net change in the token’s whole supply.

These two answer different questions, and on this token the distance between them is itself the finding. Terra Classic issues almost nothing, so the fall in its whole supply is very nearly the burn itself: the sum of the burns our ledger recorded over the year and the fall in the chain’s own reported total differ by well under one per cent of each other. The tradeable figure moves by less, because coins leaving the staking pool return to circulation while the tax removes them from the total — burning and unstaking are separate mechanisms, and only one of them destroys anything. There is no issuance quietly working against the burn here, which is exactly what makes it a clean case for reading the mechanism; what offsets it in the tradeable figure is not new supply at all.

Against a supply measured in trillions, that is the mark a working, uncontested, protocol-enforced burn leaves on what can be traded in a year. The mechanism is not failing. It is doing precisely what it was built to do, to a base that is a fraction of where the token actually trades.

How to read any transaction tax

    Find the base before the rate. Ask what the tax applies to — every transfer, or only some; on-chain only, or everywhere. The base is usually stated once, in the proposal, and never again.

  2. 2

    Ask where the volume is. A tax on chain activity reaches the share of trading that settles on the chain, and on most tokens with an exchange listing that share is the minority.

  3. 3

    Separate the mechanisms. A protocol tax and a company’s voluntary programme are usually reported as one number. One of them continues without anybody’s consent; the other continues while somebody decides to.

  4. 4

    Then read the supply itself over a stated window, from a source that is not the burn tracker. If the mechanism is doing what the total says, the two agree.

Where these numbers come from

The parameter, the split and the tally are read from Terra Classic’s own node, and the link above returns them to you as it returned them to us. The supply figures are computed by the daily pipeline that serves the net supply ranking, under the published methodology, from the sources on data sources. Nothing here is a view about the price: what a supply change does to a price is not something this site measures, and the question this article answers is narrower and more useful than that one.
